2017 Board of Directors

Villages, Ltd., established in 1982 as the Fort Collins Housing Corporation, is a 501©(3) nonprofit corporation whose purpose is to acquire, develop and preserve affordable housing and low income housing in Fort Collins, CO. Initially formed to extend the capabilities of the Fort Collins Housing Authority beyond the scope of federal programs, the Villages portfolio has grown to 2,151 owned and managed units. The corporation’s businesslike and entrepreneurial approach to real estate has helped serve thousands of Fort Collins’ lowest income families over the past 35 years. Leadership, advocacy and policies governing operations are vested in the Board of Directors, and each board member brings a unique skill set to the team.

Hep Wilkins, Acting President, began his real estate career in Fort Collins in 1973. He has been a member of the Fort Collins Board of Realtors since then, has served two terms as a director and has served on a number of committees. He also spent four years as a mortgage banker. Hep has received a Certified Residential Specialist designation through the National Association of Realtors.

Mary M. Davis, JD, MED, Director, is an accomplished attorney and mediator. Mary has excellent communication and analytical skills with the demonstrated ability to identify key issues and facilitate solutions. She is known for her ability to attack complex tasks, reduce them to manageable parts and get it done. She is also an active community volunteer.

Jake Arnold, Director, is a highly-experienced commercial broker with a depth of industry knowledge. He specializes in providing brokerage services to owners, tenants, and investors. His background spans working in regional and national investment sales firms, with a focus on work with commercial investment property buyers and sellers.

Jennifer Wagner, Director, is passionate about housing and has focused her career on the Northern Colorado real estate and finance industries. Jennifer has specialized in residential construction lending for the last 12 years. She has been active with Neighbor to Neighbor and the Community Development Block Grant Commission. Jennifer is also a member and past president of Commercial Real Estate Women – Northern Colorado.

Len Billingsley, Resident Director, has braod career experience, beginning in museum curation and evolving into vendor management, product development, contract negotiation, quality assurance, sales training, marketing, brand management, and asset development. A firm believer in community service, he has served on a number of philanthropic committees and boards, and has turned his attention to housing assistance.
